Joseph Haley Fuller (1876-1959) buried National Cemetery

Please help me find something about Joseph Haley Fuller, who registered for the WWI draft in September 1918 in Phoenix, Maricopa County, Arizona, at age 43. When he died in 1959, he was buried in the Los Angeles National Cemetery. This indicates to me that he served in the military. Would he have been drafted at age 43? How can I find out about his military service?

Joseph Haley Fuller was the 1st cousin of my grandfather. His parents moved from Georgia to Arkansas in the mid-1870s, where Joseph Haley was born. Perhaps my grandfather's generation knew about this cousin, but my generation is just learning about him.

I will appreciate any suggestions!
