Jesse is 5 years older than you thought..2 Sep 1880....registered for the WWI draft Douglas Co OR 1918....nearest relative was Norman....so his parents either weren't living or weren't close by.
Jesse appears to have had a brother Ray b 1Jul 1871 IL, and another EF DEc 1869 IL, mother Mary E Apr 1838 OH....widowed by 1880....Grove Jasper Co IL.
However...census says Jesse b May 1880 ...so might not be the same one....however, it does say he was born in Indiana and his father in Ohio. MOther born OH, her father VA and maryland.

I guessing this is a second wife...appears to be living in Allen co OH 1870.
It doesn't perfectly line up...but is very close...
