I now have a logical explanation about how (or why)General Edward Lacey/Lacy would have been connected with the Neel family and why he would have been involved in war reparations for the orphaned Neel children.

According to an article in the September 2001 isssue of the York County SC Historical Society's Quarterly publication Col Andrew Neel and Col Edward Lacey both commanded regiments and served under Sumpter in the Whig militia regiments that had formed up between the Catawba and Broad Rivers after the fall of Charleston. They would have known each other. Their families probably knew each other. Andrew Neel was the son of Col Thomas Neel who was killed at Stono Ferry in 1779. This Andrew Neel was also killed as was his twin brother Thomas and younger brother John. The Neel children mentioned earlier would have been Andrew Neel's cousins, the children of another Andrew Neel - an uncle to Col Andrew Neel who served under Sumpter.
