Who were the parents of St. Clair D. Kirtley (born November 1837, VA), who lived in Fredericksburg, VA from the mid-1870s?

He appears in the following censuses:

1870 Bedford Co., VA (carpenter)
1880 Fredericksburg, VA (telegraph repairer)
1900 Fredericksburg, VA (lineman @ telegraph)

I can't find him in the censuses prior to 1870.

He married ca. 1873 to Mary E. ----- (b. April 1839, England). They had two children: George (b. May 1874) and Sarah E. (b. January 1879).

I know of several other St. Clair David Kirtleys among the descendants of our immigrant ancestor Francis Kirtley and his wife Margaret Roberts. The earliest is #32 in my Kirtley database at http://arslanmb.org/kirtley/kirtley.html (b. ca. 1770), son of Francis Kirtley and Elizabeth Powell. He and his wife Catherine Eliza Lofland had a son #323 (b. ca. 1808). He and his wife Mary R.|Kyle Collins had a son #3232 (b. March 1852). So where does the St. Clair D. Kirtley (b. November 1837) fit in? My guess is that he might be a descendant of #32. I sure wish I could find him in the 1850 and 1860 censuses.
