This "Bratcher" surname sometimes is actually "Bradshaw". I know that there was a "Josiah Bradshaw" who applied for Civil War pension in Arkansas, but don't have the name of the county. He was also signed as "J.N. Bradshaw", 1870 in Washington County AR. I don't know if this is your Joe Bratcher, but it's a possibility.
